The hardest facts happen in the worst coverage
Remote sectors, wildland, border and rural operations are exactly where connectivity fails and exactly where accountability matters most. A system that needs a connection in order to record a fact loses the facts with the highest consequence.

Reconciliation has to be lossless and ordered
Reconnecting cannot mean overwriting. Operion reconciles field capture into the operational record preserving the order and time of what actually happened, so the reconstructed timeline is the real one.

Attribution is what survives the audit
Hours, custody and presence have to attach to a person, an asset and an operation at the moment they are recorded. Attribution applied afterward is an assertion; attribution applied at capture is evidence.
